THE TELECOMMUNICATIONS ACT OF 1996

The landmark Telecommunications Act of 1996 was "the first major overhaul of telecommunications law in almost 62 years. The goal of this new law is to let anyone enter any communications business -- to let any communications business compete in any market against any other. The Telecommunications Act of 1996 has the potential to change the way we work, live and learn. It will affect telephone service -- local and long distance, cable programming and other video services, broadcast services and services provided to schools."

The resulting competition will not only provide choice, but also place downward pressure on prices while improving service to customers and spurring research and development in Voice, Video and Data products.

RESULTS

While people in large cities enjoy the latest in technology advancements selected from a broad list of vendors with competitive pricing, Rural Americans often have less technology, fewer choices and typically higher prices. Technology is enhancing life in the workplace, as well as at home, for those who live, raise a family, go to school and build careers in a metropolitan area. Meanwhile, Rural Americans are struggling to obtain access to the same technologies to spur economic development and improve quality of life.

LACK OF INVESTMENT IN RURAL COMMUNITIES


The problem is a lack of investment from companies that prefer to deploy their capital in areas with greater population density, rather than commit to rural markets where opportunity is perceived as limited.

Instead, competitors are content to use existing, decades old networks with their technological limitations. This process, referred to as 'leasing the unbundled loop', allows a competitor to use an incumbent's existing network to obtain revenue and market share without investing in 21st century infrastructure such as the Hybrid Fiber Coax systems (HFC) being installed by numerous communities on their own behalf much the same as any other municipal infrastructure.

The result is that dollars leave the rural community while its people remain disconnected from the future and miss out on the technological revolution under way in metropolitan areas across the country.
